Professor Tierney is the George and Mary Hilton Professor of Government and International Relations, and he teaches courses on Democracy and International Relations, International Organizations, and Research Methods. He is also Director of the Institute for the Theory and Practice of International Relations and is Director of the AidData Center for Development Policy. Professor Tierney is currently working on three projects. The first uses a new open source data collection technique to explain the allocation and effectiveness of foreign assistance that comes from non-traditional donors, suc h as China, Saudi Arabia, and Brazil. The second explores the impact of teaching and research in the university on the behavior of policymakers and practitioners. The third project uses methods of participant observation to describe and experience the globalization of multi-grained beverages. Professor Tierney received a B.A. from William and Mary in 1987 and a Ph.D. from the University of California at San Diego in 2003.
